Need help finding a bittorent client

Hello, I am knew to the site but I have browsed the site for quit some time gathering a lot of info on several different subjects. And I must say that this site has helped me tremendously, love it! But I have now came upon a problem that I have not been able to find a solution for so far, maybe I've overlooked the answer.
Ok here is the problem that I have, my ISP does not allow uploading at all. I have tried using different Bittorent clients and choking down the upload rate as much as possible thinking I'll just seed it longer, but that does not work. My provider shuts down my connection and would not turn it back on unless the so called "problem" is fixed as they put it. The have shut it down on 3 separate occasions and each time we had to come up with some excuse as to the uploading. Here is a quote from them on the third shut down:
"You may not use the service to operate a server in a manner that interferes with the network or other users' use of the service. we reserves the right to terminate any contract and or customer account due to violations of any of the terms stated within this end user license agreement. If you violate the rules set, we are not obligated to refund any money and or service time to customer."
They have told me that they are not worried about the downloading just the uploading.
So I switched to using MIRC for my downloading, but I still cant find "things" through it that are available through torrents. So what I am needing is a bittorent(capable) client that is able to shut off the uploading. I know that there may not be one since that is the whole base of bittorents, sharing and I would if it was possible.
Before anyone suggest that I switch providers, I WOULD but this is the only high speed one available in my area and they just recently(6months ago) became available.
So, is there a client capable of turning off uploading completely?
