My p4 as been running at 3.00 ghz as that is the speed of the processor i built the machine my self and as been fine but recentley when i boot it the speed says its set to 1.50ghz

I looked in cmos and highest it lets me change it to is 1.89ghz and thats no where near the 3.0. It should auto detetct the speed as that option as always been locked to change the speed.

I spoke to computer shop where i got parts from last year he said check jummpers on the board the only ones i can find are the cmos reset and bios write protect. I also rested it and updated the bios but it still runs at 1.50 or 1.89 if i change it.

in your bios under frequency/voltage control, what is the cpu clock ratio & cpu frequency?? ratio might be 30 or 22.5 if cpu frequency is 100 or 133.

change clock control from auto to manual or to a number like 30 or 22.5. see if cpu frequency changes to 100 or 133. i had downloaded your manual & that is what it shows.

Have you tried to reseat all power connections to the motherboard including the 4 pin near the processor?

You have a 4 pin to the motherboard, try resetting all power connectors as well since it sounds like you are losing voltage to the processor or motherboard is on the blink, bad power supply possibly if this comes and goes. (Just grasping at straws and it doesn't hurt to try...just my two cents.)
