Changing Region 2 dvd to NTSC?

Hello I am buying a Region 2 DVD and I want to make sure that either dvddecrypter/dvdshrink can convert it. Is there anything that I would need to change in order to do this? thanks.

First things first. The region code isn't the same thing as TV system. For example, Europe (PAL) and Japan (NTSC) are both in Region 2. Decrypter and Shrink can certainly remove the region code, but neither one will convert from PAL to NTSC or NTSC to PAL.
