i just encoded a .avi to SVCD Mpeg-2 format but when i try to cut it. it won't let me and comes up and error

Try CM'S dvtool if you can find it!

How do i cut the file with DV TOOL i can't get the hang of it

I think with dvtool you have to cut from time or frames so it is complicated
