Odd sounds from tower... Windows Stalling at Startup Screen.

Well, over the past 2 weeks or so, every time i startup the PC i heat this sound, like an animal "mehhh" "mehh"ing to get out of the tower. It makes the sounds at random intervals and lengths, it's never the same amount of time or anything.
It usually makes the sounds for a minute then it goes away for a while and comes back. I thought it was one of the HDD's but they both seem to be running fine. I took the tower apart to see where it was comming from multiple times, but it never happens when I have the tower open.
Also, wanted to point out that it does not sound like a fan, and all the fans seem to be running fine.
Also noticed that when these sounds started, every now and again i'll restart Windows and it will sit at the Startup Screen (XP SP1) and will never move from there until i hit the restart button then it will load perfectly fine. I thought maybe a virus or something would cause that so i reformatted and started from scratch twice and it still does it.

it could be the side panel of the case vibrating seeing as it never happens when the panel is off

I also test that... was'nt the problem. I have a CD Drive space open and i can hear it though the space. It's like a low groan, not a rattle.

have you tried removing all your devices and then adding them back in one by one until you get the noise?

i did that by just unplugging them from the mobo, not removing them out of the tower completly. But like i said, even when doing that, it wo'nt make the sound... only when it closed up and has been sitting in it's spot for a few hours after i open her up.
It's odd, i know.

well the only thing i reckon it could possibly be is your hard drive based on the fact that u say sometimes windows wont start straight away and the noise you describe sounds like a hard drive noise.
i have a hard drive that for most of the time appears to be perfectly fine and then for no reason what so ever it will just make a clicking noise and evrything locks up which is why im now using that as my secondary drive.
If you have 2 hard drives try installing windows on the other one and see if the problem still continues.

possibility 1 of your fans need lubrication as 1 or 2 of mine does that when 1st starting the computer it makes a groaning sound. try to isolate the sound.
