is there a virus scanner that can scan what you download as its downloading, so you won't download garbage I.E virus,adware,spywere,worms ect..?

If you avoid the executable files that can be found on p2p clients, then a decent internet security client usually detects the problem just as you reach extraction of a .zip, .rar etc and blocks all access.
