hi
i`m looking to take just a segment from a track and keep that segment as a mp3 file.is there any progs that allow you to take a track and "cut" out a piece from that track?

No Doubt. Audacity is the baddest. But Nero has better Noise removal, if that ever becomes an issue. Other than that Audacity is the smeeyoothest.
