I installed the CPU and heatsink correctly, but when i boot the computer the moniter doesn't even react. The fan turns on but the cd and the HD drives don't turn on. I'm not sure if i have to do anything to the jumper settings because it's confusing in the manual. Also i'm using an old case/tower and it doesn't include a ATX12V(the extra square power connecter). Would a new case solve the problem?
AMD 3500+
Mobo RS482 ECS elite group
Probably pre-2002 case because the front panel cables dont match.

Don't turn on the system if you do not have the proper power supply for it. You could easily fry the components. Lack of voltage can ge just as dangerous to electronic devices, as too much.
It's not the case...it's the PSU. You should purchase a PSU that has a 24pin connector....or a 20/4 pin to 24 pin adapter.

Do i need to do anything with jumper settings? Or a new power supply should fix my problem?

There are no settings on the motherboard for power supplies. You will need to purchase one that supports that board. Try not to settle for any generic ones (usually comes with the cases)...as they may be rated for high wattages, but have serious fallouts when they get hot. A good PSU will give you nearly the max wattage output when under full load.

do i need to have a video card (mines is stock) if the new board has a plug for the monitor already? Just need to make sure i got everything right...

If the board has built in graphics, you'd be better off using a graphics card for better performance. Simply disable the onboard graphics in the BIOS.

If nothing shows up on the moniter, and i hear some beeping, is that more of a connection problem?

The first time i heard 3 repeating beeps, now i hear 1 short repeating beep. And the floppy and the hard drive boot up like it's trying to find a device to boot. Is it also normal for it to beep and the monitor doesn't turn on?

Those beeps indicate that either your vid card, or your memory sticks are not seated properly.
When you seat them into their sockets, don't fall prey to putting in one edge, then the other. Cards/memory sticks need to be put in evenly, and gently as to not damage the connection pins inside the sockets. Make sure the memory connectors are in snug (you should hear a click), and seated properly. Once you do that, give it a feel by very gently (using one finger) seeing if the sticks/card move. They should have very little give to them.
