Low ID in emule and kad network firewalled? Why? Fix how?

I just started using emule for about a month now. I always have a low id and kad is always firewalled and i can not figure out how to fix it ive been looking all over the net for answers but nothing helps. I dont have a router. I use windows xp sp1 and emule 0.46. I am on high speed 3 meg cable from charter. Can anyone help me solve this problem PLEASE!
