Drive's transfer mode keeps downgrading to PIO?

I have a lite-on sohw 1633s DVD burner, and I use windows x64. The drive's transfer mode is constantly downgraded to PIO, but it should be at ultra33. I change it back in the device manager, and set windows to "let bios decide" as to what transfer mode to use. This errror usually occurs when running either windvd or dvd decrypter.

Does anybody know what is going on, and how to fix it?

My system is as follows

2 AMD opteron 250 90 micron
2gb Corsair ECC/Reg 2-3-2-6 DDR400
Tyan Thunder K8WE mainboard
BFG Nvidia 7800GTXOC
Lite-On SOHW 1633S DVD burner
Seagate Cheetah 10k 73.4gb U160 16mb HDD
Maxtor Atlas V 7.2k 18gb U160 8mb HDD
Western Digital WD400 caviar SE 8mb HDD
windows xp x64
