Well what do the files look like?
Most downloads are rar files.
look like game.r001, game.r002 and so on
Then you take WinRAR and extraxt the first one to get and ISO
If you have files like system, data, slus or sles
then those are the game files and someone will need to tell you what order they go in, then you need to rebuild those to an ISO and burn them

when i unrar them they become the data files for a ps2 disk but when i burn them as a data disk the ps2 says unable to play disk
they become a second rar file before they unzip to the data file with the data system etc

That second "rar" file is actually the iso file that you need to burn with an image burning program like DVD Decrypter or nero's "burn image to disc" option.
For future reference also, You can't burn game data as data discs... it won't work.

good luck with that
