Hey I have a 1500kbps down and 256kbps up connection. When i download a bit torrent i get speeds of 45kb and 22up do these speeds sound alright.

wow urspeed shouldb e around 187.5 and your upload should be around 32

But when i take the speakeasy test i get 1350kbps down and 230kbps up.

It doesn't sound right, but there could be many reasons for the low speeds.
Some more info would be handy, like:

Do you have a firewall/router?
What bittorrent client are you using?
How many seeds/leechers do the torrents your trying to get have?

I have a belkin router but already have the ports forwarded. I'm using bitcomet 6.1 and i have 45 seeds and around 70 leechers.

you might want to switch to another Bittorrent client, because if i remember correctly, bitcomet was being banned by a lot of trackers.
It could be the source of your problems, or wrongly forwarding the ports on your router, or maybe the ports your using could be blacklisted by most trackers.
Try using another client, and report back here with the results.

Sorry it took so long to reply caught up at work :(. Anyway i tried the torrent with utorrent and it was slower ran at about 2-3kb. Also Azureus wasn't much better with 12-15kb.

My port number I am currently using is 12242 what other ports would you suggest.

Any ideas???
