First and foremost, the dvd drive. Compare my Litey LTD 165H to my Toshiba SD-M1502. My Litey can rip about 11-12x, my SLOW Toshi rips about 2-3x. Secondly, your processer and last, your memory. I'm now running SD-DDR memory and noticed I rip a touch faster, burn a touch faster, and read images a touch faster. If your rippin' dvd movies slow, grab a LiteON LTD 163/165/166. Drives also provide superior dae speed& accuracy, plays backups of the latest Safedisc 2.8.x& SecuROM 4.8.x with ease.

Don't forget HDD speed, cause when ripping, it can also slow it down if it's write access isn't fast enough, i've seen it reduce speed on some PC's!

That depends on your motherboard. If you have your users manual to your mobo see what you can upgrade to as far as CPU and memory. If you find you can't upgrade very much then go for the LiteON LTD 166 DVD-Rom. If you can upgrade "substantially", then upgrade your CPU.
You can do a mobo flash, but you need to know the specific name brand and model of your mobo(if applicable).
