Sometimes, just copying a disk that is bootable will not always work. As in this case. Unless the boot sector (boot files) were copied correctly by Nero, you may have to make the disk bootable by scratch.
To do that in Nero, you will need a DOS boot image. And a great resource for that is here:
http://bootdisk.com/
However, I have always used the Windows ME boot image to create DOS bootable CDs found here, as well as a quick guide to set up Nero for creating it.
http://www.thetechguide.com/howto/winmebootcd.html
Follow the guide on that site, and after setting it up with the image, simply copy all the files you need to burn to that disk in the compilation. Now, of course you are going to get a Windows ME boot menu....just don't select to install Windows ME. (you can actually edit the file used to create that menu to remove that selection)

Try this.
It contains three boot files (if your boot drive is C). This will boot your computer and allow you access to the drive.
http://bootdisk.com/bootdisk.htm
Scroll down to where it says "XP Quick Boot Diskette" and click on the files link.
If not, you can pay $4.00 U.S. and get his whole collection of bootable files.
