Hello! I am new to this fourm and need some help. I have a Nokia 3200 with an message "Enter restriction code" when I insert a SIM card from Cingular. IMEI #352521005930895. Carrier name on phone: AT&T. Is this message indicating that the phone is locked under AT&T? How can I unlock this phone to use either with Cingular or possibly T-Mobile
(both pay as you go service.) Thank you for your assistance.
