i have a p4 2.8 and a asus p4r800 vm mobo i have asus prop and it says my pc max speed is 3.6 so can i over clock it to 3.0 or 3.2 with out changing my oem fan and if yes wat is the best software for oc a p4 thanx

Yes you can oc your processor but you would have to give serious thought to cooling the system. Over clocking generates a lot more heat than normal and so you'll have to not only change that fan but probably add others to protect other hardware components eg video card, etc so as to optimize the cooling of your system. Before you venture down this path here's something to consider and if you really want to proceed then at least you'll be more informed. I've read where the exact upgrade you're thinking of gives an 11% increase in performance with benchmark testing. Now a 10% increase is just about the point where you don't need a stopwatch to tell the difference. So for the most part there will be only minimmal performance gain at the risk of damaging your processor, mobo,etc and you have the added expenditure of ensuring that your system is properly cooled. I know that this is not what you asked and you probably already know this but if by chance you didn't then give it some thought an post back.

I my opinion, no I don't think it's worth it because of the minimal performance gain. With the cost of a mobo and a new processor more affordable(but still not cheap) it often makes more sense to change these as well as your video card, plus add RAM, if you need(not just want) a serious performance boost. Do you presently have choppy game play or is it OK but your trying to tweak it some more. If you're oc'ing for the purpose of gaming then all the more reason why you'll need to ensure that you have the sysytem properly cooled as not only will the processor be generating a lot of heat but also the graphics card. Im assuming you have a 3D card. Does it use a heat sink or a fan. If it's a heat sink then you might want to drop in a PCI slot fan to cool it if you decide to oc. I've oc'ed one PC before and I can't say that I was satisfied with the outcome. For this reason I wouldn't do it again but it really is a personal decision and you're asking for advice in order to make an informed decision. Hope I have helped somewhat.
