Help!!! Phone Unlocked But Still Says Phone Restriction

I unloked my Nokia 6102, all went well and I put my sim card in. But i'm unable to pick up a carrier. When I type in #pw+1234567890+1# for the status of the phone, it says 'Phone Restriction On'. I tried the unlock code again, and it says 'Phone not restricted'. Any ideas?? It was on the Cingular Network in the US, i'm trying to use this phone in Australia. It should work as the 6102 has automatic gsm band changing, and we are on 1800 here in australia. Any ideas?? Thanks
