Need to change Aspect Ratio to 221:100 (AVI - DVD)

I have an AVI that naturally has a 221:100 aspect ratio but has been shrunk to 16:9, I found this out by checking the file with VLC. I want to burn this to DVD.

I'm assuming that I need to re-size it, normally I would use Nero Vision (version 4), but it only supports converting 4:3 -> 16:9.

My question is, what programs support converting the AVI file to 221:100? Or do I need to use several programs, and if so, is there a guide to help with this?

I've got an issue that's a bit similar to this.

I've got five files that are, in order, 704 x 384, 704 x 400, 704 x 396, 704 x 396, and 704 x 400. All are in .AVI format.

I've used WinAVI Video Converter to convert them all to 4:3 VOB files, but I notice that they end up being just a tad bit... elongated. The program stretched them out to fit a widescreen format (16:9), then added black borders on the top and bottom to create a 4:3 video.

What I want to know is: Is there a way I can just "add" a black border to the edges until I get a satisfactory 4:3 ratio? Like adding a black border on the side, bottom, and top until I get a file that's 712 x 534? (Which would have a ratio of 4:3)

Oh, and just a note - I haven't exactly had... "good" experiences with TMPGEnc. But I'll try it again. Thanks.

Your AVI Files DAR (Display Aspect Ratio) might be that But its "PAR" (Pixel Aspect Ratio) is most Likely 1:1 which is what really matters for Mpeg-2/DVD Encodeing....

So if your AVI is say 640x272 and you want to make a 4:3 DVD then you would resize it to 704x304 and then add a 8 Pixel Boarder on the Left and Right and add a 88 Pixel Border on the Top and an 88 Pixel Border on the Bottom and then it will look Proper on a 4:3 Tv set....

If you use TMPGEnc to Encode (It Produces better quality than most) it will allways Properly Resize your Files to DVD Resolution if you set the "Video Arrange Method" setting to "Full Screen(Keep Aspect Ratio 2)" ...
It is one of the Few Programs that actually does this Properly as most other Programs will usually tend to stretch the Image into the screen withou keeping the Original PAR.....

KajNrig: The proper way to resize those Files of yours is to just add a Black Border to make up the rest of the 720x480 Image...TMPGEnc will do it for you if you use the settings I posted above....
