64 K SIM Card won't work in my Nokia 3220!!

The 64 K Sim card that came with my Cingular phone won't work. I keep getting a Phone Restricted message on the phone. A 32 K card will work in the phone. And the 64 K card will work in my other phones. What's the problem??
