I've checked a bunch of threads and websites and haven't really found any answers to my questions. I am using Optimum Online with a Motorola SBV5120 Surfboard Cable Modem with bittorrent and have some questions. I have a friend who also has Optimum Online and the same modem but when we download the same file his download speeds are much higher than mine. If his is like 130KB/s mine is at 45KB/s. I was just wondering what types of problems I may be encountering.

zero, it can depend on a number of things. if there are only a few peers and seeders, then it may well be a slow download. it can depend on the time of day you are on, the load that your provider has at any given time, the speed at which the torrent you are downloading is being put up (if the uploader can only up @ 25kb/s then you will only be able to download at that rate). there are other threads in here that can go into much more detail. I have found that i get varying speeds depending on the seeds/peer status, the more popular a torrent is, the faster it can potentialy go. put it on overnight and sleep on it would be my advice, but also remember to keep the ratio up, 1:1 is good, 1:1.5 is even better. Hope this helps.
