I have ripped a DVD to my hard drive that has a banner running through it every now and again. Is there any way I can get rid of the file that generates the banner before I copy the dvd back to a DVDr disc.

What kind of "banner"? If it is physically part of the video file, there's absolutely no way to get rid of it.

Its a banner that says I should not be watching the DVD. It appears about 6 times throughout the film and scrolls from right to left.

Heh, I assume you have a Screener copy or something similiar and yes, that info is normally physically in the video and cannot be removed. That's why normally all the pirate copies of movies have those "call 1-800-NO-COPYS if you've rented/bought/whatever this movie" scrollers.
