You most likely extracted the contents of the iso with WinRAR. What's the extension of the original file after you decompressed (unrared) it? It's more than likely an iso file. The iso is what you want to burn.
its a very common mistake you have made,it happens when you dont know how to use WinRAR properly, and you have clicked on the wrong button, thats all
as WinRAR wil also extract the contents of the iso
its never advised to open WinRAR first, then browse for the files you downloaded,as this is often a result of that
if you have the original rar files, then forget about those folders you have and delete them.
extract the rar files again, but this time right click on the first file, and select extract here from the list that pops up
if this doesnt appear, then click on open with, then browse for WinRAR on the program list
winrar will open and the iso will be shown
then you need to right click on the iso and select extract to a specific folder choose a folder on your desktop
also,if at first when you open WinRAR there is more than 1 file shown,i.e an iso and a mds file, you need to right click and select select all, then extract to a specific folder,as you will need the small file for you to burn the bigger image properly
if all this fails, and you do not have the original rar files, you will have to rebuild the files and folders you have either using cd/dvd gen or Nero burning rom
The Ioo file is an iso. Iso files don't always have the iso extension. It's rare but it happens. Burn the IOO file to quality media with DVD Decrypter.
