I have a CABLE modem (3mps) but for some reason, my upload for just one torrent is going at around only 30kbps, whats the deal?!

I assume you mean 30KB/s.

Is the figure of 3Mbps your download or upload. If its your download then you need to check with your ISP what speed your upload connects at.

If you're in the UK then its probably 256kbps which would only give you an upload of about 30KB/s. So it may be correct.

I ran an online speed test and it told me my upload speed was over 1MBps

I think that is your max upload speed...And 30kbp/s is actually really good dependng on how many leechers ans seeders there are

Can my ratio go up faster if I seed a torrent that has no seeders? What happens if I move to another location, how can I keep my seeding ratio?
