I have tried burning this with DVD Decrypter at the default max speed and then 8x and it does the same thing when i try and play it through swap magic 3.6 I get a sound from the PS2 that sounds like whiring and it just gets stuck on a black screen, i am not sure what to try next, another programme maybe?

Most likely from P2P. Ok, assuming you got the same release I did.. the game works perfectly fine. Chances are its the media you are using.

Look at the - Games stuttering and skipping or just not booting up at all?" link in my sig, this will fix your problem.
