So my question is what kind of video card do i need to have, i have to keep it cheap :(

Well not knowing what you are going to be watching/playing on that, it's impossible to tell. Minumum you would need a video card with a DVI port. Additionally, if you were to play games, you would need to specify.

I just want to play games like Halo and simple Yahoo! games, i would also like to check email while using my tv as the monitor...

and all I need to play it on a TV is a Adapter around $10-$20

If you have an Agp slot check out some of these...not much $$$ They have HD outputs
