I have an avi file from bitsoup that is dispaying 23 frames per sec. I cant convert it to mpg and then burn with tmpgenc cause of its framerates. Any thoughts ?

nero vision express, vso DivXtoDVD,and dvd santa will convert PAL to NTSC and vise versa. ive never had one with that bit rate before, so im not really sure.
