is there any way to re-encode a movie so that itsnt so blocky looking, when it is made into a dvd?

Not really. You could filter and use deblocking, but it tends to also remove details.

i have ImTOO DVD Ripper Platinum 4, where do i go about doing this?

Never used that app so I have no idea. Maybe it can't do it. Plenty of freeware apps that can though. If it accepts AVISynth input, you could use that. If it uses directshow for input, then you can use FFDShow.
