I mean other than making DL games fit on a normal DVD does it do anything else like make the game last longer or play better?

Nothing more than that.
In fact you could say that the stuff that has been removed by re-building was there to make the game run smoother and elaborate on the gaming experiance and not just to pad it out to make it a bigger TOC.

hello

rebuilding is required for swapmagic users when they cannot boot games that have a TOC that is equal or above that of the boot disk,or when they dont want to do a TOC refresh everytime they want to boot a game when the game applies to the above

rebuilding can sometime shrink a game slightly
it can repair some audio/video problems that you have with a back up
it can also sometimes solve slow loading problems.
how it does this i am not sure, but i know that it does.
and notice i said sometimes, it is not a cure all by any means.
but i have had it do all of the above, after rebuilding it was burnt with the same burner, on the same media, at the same speed and the problems i was having were gone.
