Bittorrent ridiculously slow. I'm out of stuff to try.

Yeah... yeah... the typical OMG bIttrorent is sloww! thread. Actually, I lied. It's not. I've been trying to fix it all day long and I don't know what else to do. My downloads rarely go past 1 kB/s, and my uploads are soaring.
Ok, before anyone redirects me to some tutorials out there to fix common problems with Bittorrent, I've already read it. I've tried everything from that tutorial at least 3 times, to make sure I didn't do anything wrong.
But I've got to have something wrong. I've opened up my ports on my router, and opened the ports on ICS. I've tried several different ports as well. I've also tried completely resetting my router and doing it once again. I've changed my upload allowances, and I've used the patch to fix my number of TCP connections and changed it correspondingly in uTorrent.
Since uTorrent wasn't working, I downloaded Azureus, added the correct ports, and I'm getting the same problems as uTorrent.
I don't know what else to do, and this is really ticking me off. What else can I possibly do that might fix this? It's ridiculous when my seed and peer connections are so high and my download rate so low.

You're tellin us you did everything, but give us more info.
DSL/cable? Service? Router model?
And...you tried everything, you did encryption? Have you got *any* NAT errors? Run the tester utility in Azureus and check that it says OK, and/or that you have green lights.
Have you got something like zonealarm running? another software firewall? the crappy windows firewall?
Tell us more what you're workin with, and we'll go from there.

Sorry...
I've got cable from Adelphia running through a Linksys WRT54GS Router. I've tried encrypting the headers, too. No firewalls whatsoever, but I went ahead and filled out the port opener thing in my router options, just incase I'm wrong.
I've got green all the way, no NAT problems anymore, Firewall tester comes out OK in Azureus. No Zonealarm or any kind of software based firewall.
But still... right now I'm downloading a torrent with 416 seeders around 900 leechers, connected to 30 and 39 of them, respectively. I still get downloads going about 5-10 kB/s and uploads about 40-50 kB/s, so I mean I'm pretty sure it's not the torrent.
And I hope its something I don't need to call technical support for. I don't really wanna call Adelphia and say "HELP! Bittorrent is really slow! What do I do?!"
Also... It's probably noteworthy to say I've plugged directly into my modem to see if it's the router and I'm getting the same results. Weird stuff.

I would suggest looking for the same torrent with a higher number of seeds + peers. I know that this is not 100% fullproof, but the strength of bittorrent is within the network distribution of its users... why else do you think companies like Time Warner are looking into this. They hate pirtaing, but would love to offset the network costs of say tv shows, news, movies, etcetera over the internet.
Here is a little example, you might have to read into it but here it goes:
An example --- from a site.
Look for these two files:
_________________TITLE________________________________SEEDS___PEERS__
Invasion s01e16 [HDTV] [www tensiontorrent com]_________35_____203___
Invasion S01E16 The Fittest [Videoseed com] (iPod)______130____64____
Both files are the same series and tv show. The size differs by 100 MB, which might be to your benefit to download the smaller file. However the seeds - peers are different. Which one is faster? Not a 100% sure, but I do number counting when in doubt... add the seeds+peers = total ... If the number is 100+ over, it might be faster, but it is not a 100% guarantee. Besides the tracker might implement sneaky "upload" - "download" limits, which could also limit bandwidth consumption.
