Well indeed getting a pentium 4 with the type of memory you have now is not an option, although a pentium 4 will be better in video enconding and all those hard math operations (enconding, encrypting etc) and its HT will help you alot in the daily use (browsing through windows (I can tell you that because I own one), the only option you have to buy a pentium 4 with this type of memory is a socket 478 and now its not a good idea to get one, so you have two options:

-Get some DDR2 and get yourself a socket LGA775 plataform with a pentium 4.

-Get yourself a socket 939 plataform with your Current DDR and get yourself an AMD Athlon 64 with more than 3000+

Notes:

Pentium 4 are better with hard math operations and its HT helps you browse and use multitasking alot faster.

AMD Athlon 64 kills The pentium 4 in terms of gaming and it runs cooler and uses less energy.

My personal recomendation: Get the socket 775 plataform with a pentium 4 and Remember it a least a series pentium 4 6 processor.

PD: Dont ever think about getting the old Socket 478, you will be making a big mistake (I did it myself, now im stuck with old AGP and no 64 bit support).

Well there are really lots of good boards for P4, but because you dont want the price tag to go to high I will recommend:

http://www.newegg.com/Product/Product.asp?Item=N82E16813131538

I think it is a really good board, and I you will always want to spend a considerable amount of money in your board, because if you buy a cheapo board you will have problems in the future, so getting a quality board is the key.

I cant really recommend you more board, its really you who decide. because most boards have characterisitics in terms of FSB, and HT and CPU compatibility, still for starting your search you should have in mind:

-At least a 1066/800 mhz FSB
-Compatibility for Pentium D, Pentium 4, Celeron D
-HT support
-At least DDR2 667 Support
-4 Memory Slot, and support For dual Channel.
-Sata Compatibility

Now that you have this clear you should look for your personal preferences that can be:

-Overclocking capability
-Amount of PCI Slots
-Ide Raid or Sata Raid
-Cooling solutions

Remember you should always look for other characteristics in your board and try reading reviews (but dont fool yourself with those 1 star reviews from people that fried their board because of there fault), once your sure remember to recheck those characteristics and make sure all your components are Compatible(CPU,DDR2)..

Well getting a CPU it really depends on your personal choice, and if you plan to buy other components for your CPU (lets say a cooling solution) but still you should follow some guidelines:

-At least 800mhz FSB
-In case of pentium 4 make sure it has HT support
-At least 3.0GHZ or more of Clockspeed
-Make sure it has -EMT64 technology
-In terms of P4 get 600 series and in case on pentium d Try getting 900 series.

A personal recomendation:

PD: Please dont get any Cheapo memory get a good brand or you will also have trouble.

@paztelu,
which memory types do you recommend? Any manufactureres to avoid like the plague? Know of any good guides for memory purchasing?

First of all your newegg links does not work, as I said dont try putting all the CPU and ask everyone if they are good or not, its easier to investigate what factors help the performance of a cpu: L2 cache memory, clock speed and Dual core etc,FSB etc. Once you do undertand these factor no need to put a lot of links and ask everyone which performs better a P4 of 3.8 or a P4 of 3.0, remember you will also have to note price/performance, cooling solutions, etc.

There are several guides which cal help you understand all these factors deeply still I will explain those terms so you get a general idea of how they affect your performance.

L2 Cache: Is the fastest memory in the system, and runs at the same speed as the CPU, it stores the intructions the CPU is acomplishing.

Clock Speed: A raw measure of how many instruction per second the CPU can perform. (Dont fool yourself although AMD Athlon 64 has lower clock speed it performs better than a pentium 4 at higher clock speed, this is because the amd architecture of the processor is better).

FSB (In amd is called Hypertransport): A measure of data transfer speed between the main system memory and the CPU.

Dual Core CPU: Simply a CPU which has two cores, this means that it will multitask better and in the future (where programs are optimized for dual core) it will have a clear advantage over single core (right now there is really no such difference).

Remember this is a general Idea of this term, and in some cases you will have to look towards other facts in order to calculate the performance of a CPU, so you will want to look towards searching more and learning more about this terms.

@blivet NC

Well when buying memory manufacturers make the way easy, there is simply some good brands that never fail and that you now that even though your buying the cheapest memory of their line quality will always be present, I personally recommend:

-Corsair (Really good memory I used myself, Ive used the value line and the expensive one, both have performed flawlessly)
-OCZ
-Patriot Memory
-Kingston
-Crucial
-Geil
-PNY
-Mushkin
-G.Skill

I will personally prefer corsair, but remember when buying memory prefer the ones from known brands with good reputation, in these case I consider these brands have a good one and your going safe even if you buy the cheapest memory of their line.

Remember avoid like plague those generic cheapo no brand memory, and remember to read reviews and see how other people consider the memory your buying. As I said going with the right brand is going with the right memory.

Now if you have selected the brand but you need performance there the thing changes because you need to take in account other factors that I see no need to discuss.

PD: Anyone who thinks I should add other Brands to my list feel free to recomend ;)
