Could I encode a progressive SVCD?
15 fps AVI -> SVCD (PAL) with TMPGEnc

My source are 15fps AVI-s from digital camera (640x480).
Target hardware is desktop DVD player (Philips 634) and TV screen.

1.
Shall I encode the SVCD as:
- progressive
- interlaced (guess lower field first)
I am asking about the encoding output setting (Encode Mode on the Video page of TMPGEnc).
I already know that source settings on the advanced page should be: Noninterlaced, VGA 1:1, because the source is AVI.

Progressive mode would be a better choice, since it requires no deinterlacing when viewed on computers (greater compatibility).

2.
I guess there is no way to avoid encoding the extra 10 frames (15fps source -> 25fps PAL SVCD).

I have no way of properly testing the SVCD, since I do not own a DVD player myself and will be sending the SVCD-s overseas.
