you may need to loosen your memory timings or run a memory frequency divider (run your memory slower than your processor.) I was able to get my old 3000+ Venice core to 2.4 Ghz on stock cooling 24/7 stable. Also first, make sure that your PCI lock is on in your Bios or you might get a seriously corrupted , unbootable system.

not an answer I know just advice

if you want better performance get a better graphic card

well i lowered my memory ratio with the processor to 2/1.68(or something like that to always make it be PC3200 400MHz memory) but it doesnt seem to go any higher

you could try using "ClockGen" to overclock in windows
http://www.cpuid.com/clockgen.php
I prefer to overclock in BIOS, but this might be easier for you to practice with. GO SLOWLY. try small incremental increases until it hangs. Then back of the frequency a little bit til it's stable. Also, check out http://ocfourms.com . VERY good info on overclocking there broken down by particular manufacturers and processors.
