Computer "lagging"....need advice

So my computer started lagging 2 days ago, like all audio is butchered, and prolonged, for example the little noise you hear when you enter a folder in windows, now is around 5 seconds instead of the usual 1. Also visual lag, like folders taking couple seconds longer and my mouse moving with lag. First idea that came to mind was that my cpu was overheating, I cleaned the fans out and checked the temp, seemed normal. One thing i noticed is that right after turning it on, it works fine for a while, sometimes a little bit sometimes a while longer. Next idea well that i got from BIOS was that my mobo is overheating, seemed a bit hot, but i'm not sure what the right temp should be, after a night of being turned off, starting temp was around 70 F, and after just a restart, around 98 F, hottest i've seen it after being on for a while was around 115 F. Then i noticed that uTorrent started lagging my comp up, like when that was on, the same lag issues were happening, but once i turned it off, no more lag. I really am not sure what the problem is, and if it is an overheating problem, i have no idea how it happened, i haven't changed anything in my comp for a while, so unless something just broke down i'm lost.
All ideas and help welcome.

CPU make and speed
Ram amount and is it DDR?
hard drive size and free space left
what applications start when you turn on the PC (little icons by the time or a better way click start > run > type msconfig > click ok > go to the Startup TAB > see whats clicked.

what applications are you using when you experance lag
is this lag on the internet or opening other applications or both

1. Pentium 4 2.8Ghz, LGA775 socket
2. 1 Gig (512 x 2) DDR 3200
3. 80 gig (16 gig OS partition, 8gig free) the other partion has around 30 gig free
200 gig, has 70 free
250 gig, has 100 free

about the applications i'm giong from the top of my head, because just 10 minutes ago i decided to try and clean it again, so i took the heatsink-fan off the cpu and thoroughly cleaned it, but now that i put it back, the cpu temp is 150+ F. Windows won't even load for me now. The stuff inbetween the heatsink and cpu, it's grey, i think it's called thermagel or somethign like that, anyways that stuff is all dried up not sure if it's supposed to be like that, i was thinking of putting on some new one, but not sure how to go about that, anyways that's a second problem, would appreciate some help on that too. Back to the programs i have when my comp starts. Norton 2005, SoundMax, Aim, Quicktime, somethign around there, not much, i reformatted my whole comp like a week ago, haven't cluttered it up yet with misc programs.

For the last question, the lag kept getting worse from yesterday to today, like yesterday it only happened when i was using the cpu a lot, for example when i opened uTorrent and it was checking a file, but when i closed it, it got better, and like an hour ago, when i was writing my first post it had a small lag without utorrent open, like the sound of any video file was a bit laggy and choppy and the windows sounds were the same way.
Hopefully that provides you with a bit mroe info.
Also have a Asus P5P800 mobo if that helps.

swing over to a computer shop and get some silver thermal compound.
scrape off that gray junk and clean both the cpu and the bottom of that heatsink with rubbing alcohol so you dont see any more residue

put on the compound but dont go globbing it all over the cpu a thin layer is what you want.. like paper thin

150+ F is way to hot.. hell i have a small form factor pc that under heavy load is only 122F *these small form factor pcs suck for heat and upgrading*

make sure you have all your windows updates
even more important install all new software dont use old installs
found the drivers and bios downloads for your Mobo http://support.asus.com/download/download.aspx?SLanguage=en-us&mo... check an make sure everything is up to date.

as for it slowing down Norton does drag system performance down by 20 to 60%.. thats why i went with McAfee runs much smoother. (but now i dont run antivirus or firewall.. just spyware doctor as i never get viruses or attacks..)

you can even do a lot of reg/system mods to get the pc running faster.
i know its not the best thing but with out doing all the software updates/MS updates cant realy go further.. and the thermal compound.

Hi, if your startup temp is 150F(65C)with a LGA775, I would tend to believe the heatsink/fan assembly is not secured properly. There should be no movement as you pull upward on the heatsink (the motherboard should flex slightly). There should be very little movement(almost none) on the four posts of the heatsink/fan assembly.
