I don't see a way to directly add a photo into the timeline when you make a movie, since there is only one video track.
I was able to make a slide show using one photo, then export it as a .mpg file and use in on the timeline when editing. You would use the photo/video just like any other video. You would have to play with the effects to see if you could make it look the way you wanted. If you need to add video between video, you might need to change the configuration of the "Snap timeline" setting.
You may know of another program to make a photo into a video, or even make it appear as an effect so you could add it to that track.
I will keep looking but maybe someone will know how to create your own effects.
If you wanted, there are programs you can trial download that have more capability. Adobe's Premiere is very expensive, but you might be able to get what you need. I do believe there are some restrictions on certain aspects of what the trial will do.

I have been thinking about it and I forgot about the audio track not matching the video if you insert something. So if you can't make the photo into an effect, you would probably need to have separate audio and video tracks, You might be able to record the audio separately and then add it into the audio track, and then turn down the audio on the original. You may have audio sync problems doing this, so I would try to make sure the video I was using was already in a DVD compatible mode (or at least 29.97 or 25 fps) before I recorded the audio.
