its sounds like it has the wrong region code,
ye might have to re-rip it using anydvd and clonedvd

free to try for 21 days
get it here
http://www.slysoft.com/en/download.html

note:
AnyDVD works in the background to automatically remove the copy protection of a DVD movie as soon as it's inserted into the drive, allowing you then to backup the movie using a DVD backup tool such as CloneDVD and CloneDVD mobile. You can also remove the RPC region code, thereby making the movie region free and viewable on any DVD player and with any DVD player software.

AnyDVD is capable of removing unwanted movie features, including subtitles and prohibition messages such as copyright and FBI warnings. It also allows you to launch an external application whenever you insert or remove a disc, or prevent 'PC-friendly' software from automatically launching when you insert a video DVD.

Decryption is not all that AnyDVD offers. You can control the drive speed of your DVD drive, allowing you to reduce the noise level when watching movies on your PC. You can even adjust the display frequency of your monitor for both NTSC and PAL displays.

But AnyDVD doesn't just stop at DVDs. It also decrypts protected audio CDs to allow you to copy them.

CloneDVD 2 copies movies to create unparalleled picture quality DVD backups, whether it?s the main title you?re copying or the complete DVD. CloneDVD will compress long footage at high speed to the highest of quality using specialised transcoding technology, allowing you to select your audio and language settings and also the final target size. Easy for even the novice user, CloneDVD?s intuitive Filmstrip assistant guides you through all the available configuration settings, allowing you to choose which chapters to include and offering the option to trim individual chapters.

A visual quality bar shows how your configuration choices affect the quality of the final copy. Note that copying protected DVDs also requires AnyDVD.

CloneDVD 2

Now, CloneDVD 2 's basic user interface is very, very clean and simple. There are no preferences available to tweak, no difficult selections on front page, etc. Just three main buttons and that's about it

@Ireland anydvd makes a disc region free but does not convert a movie from NTSC to PAL.

DVDKing's dvd player cant handle American signals (NTSC) what he needs to do is use Winavi or cucusoft pro to convert his movie to the correct signal PAL to NTSC or vice versa.

Both programes mentioned are not free Winavi is better out of the two IMO.

What file format is your movie in that you downloaded?

Give me more information, a step by step guide of what you did so I can help you more effeciently.

Also use the guide in my last post.

EDIT: Under select output format did you choose DVD?

If the file is already in video compliant form you can use the free VobBlanker to change it from PAL to NTSC, see this thread

http://forums.afterdawn.com/thread_view.cfm/1/302954#1788923

Or you can use Nero Vision Express if you have it, I have used this method. It will tell you that the file is more PAL then NTSC do you want to keep it, just pick no and it will convert. IMO the quality is not as good because of the conversion but it is watchable.
