Avi with VBR Mp3 to DVD

When trying to recode some avi with VBR Mp3 into DVD-Video with Ulead Workshop, Ulead Movie Factory or Adobe Encore DVD, I met with this problem: the resulting DVD Video audio was out of synch.
If I reencoded the audio to CBR by saving the Wav with Virtual Dub, then I burnt the avi again with the software above from Ulead and Adobe, the audio got on synch again.

Why is VBR audio going out of synch when passing from avi to Single Layer DVD-Video?

I think it's because VBR audio doesn't have consistent time code. Now i'm just guessing, maybe because the bitrate goes up and down, maybe the time code doesn't stay consistent either.
