Try cleaning your laser lens with either a DVD Laser Lens Cleaner or some Alcohol based cleaner & a cotton bud (swab).

If it still doesn't work, then return the game where you bought it, it might be faulty.

I already cleaned the lens and have exchanged the game twice but it still won't read i thought about burning it maybe then it will read through swapmagic

You'd need to rebuild it first, as it's a DVD9 game & won't fit on a standard DVD-R or boot with Swap Magic if you burn it to a DVD9 DL Disc.

You could always try and adjust the white cog at the back of the drawer unit (the disc/lens area) or the small screw beside the lens.

Failing that, your laser might be on its last legs, especially if it's a launch PS2 you have.
