So I got swap magic (3.8) and it all works right. When I boot swap magic I go to normal boot then there are option of PAL, default and then I see NTSC. Does this mean I can boot NTSC games? In other words, does swap magic give region-free booting?

Ok, so I read around a bit and I know I can do region free booting. But where on the screen is cut off and how much by?

ive noticed on sum of my games from diff regions that its the bottom of the screen thats cut off, thus affectin sum games worse than others

agree with above, every game i have seen it was on the bottom. some games you will really not notice much while others that may have stats, maps, ammo, or weapons there it will really get under your skin.

How big is the cut off ness? A diagram or image would help.

It varies from game to game, going from no cut off to annoying cut off, so a diagram/image wouldn't be possible.
Most games give you the option to center the screen though, so that would fix the cut off issue.
Also, if you buy a true, fully wired RGB Scart Cable for PS2, then you won't need to worry about cut-off as much.
