If I have an image that says its a dvd but is 300 megs can i just burn it to a cd and boot it with swap magic?

What game is it? A PS2 game should be bigger than that... and no you can't burn it directly to a CD, it most likely won't work

Hmm that IS a CD game, not sure how come it says it's a DVD image for you... but look in my sig. for a link to how to burn CD image using Alcohol 120% and it should work.
