I personally think that you'd get a more professional and well educated response if you where to ask this on any torrent site's forums, but i'll tell you what i know:

First off, i don't think a standard computer can host a proper site/tracker for long, because the more members you get, the more stressed out your system will get, not to mention the fact that using it for normal computing purposes would be out of the question completely.

You'd indeed need a T3 or better connection, you would need knowledge on tracker software, server software, HTML/XHTML/CSS, maybe some more web related languages, probably come C based languages, you would need people to help you moderate the site that goes with the tracker, etc etc.
In short, unless you have a lot of time, money and are an easy learner, don't bother trying.

Just a FYI.. This is a torrent tracker server, how much does a rack of twin xeon 3GHz machines like that cost?? It's a big one but there you go.

The road to jail is paved with good intentions. As people who have hosted large amounts of torrents on thier own hardware have found out.

Exactley then why do you want to start a torrent site.......
And i think it will be nearley impossible for a 13 year old to run a torrent site especially public.....It's not worth it and it could take years for you to learn all of the stuff you need to know.....

Hey.. it's a good target to aim at.. Start learning about it now and in a few years it will all seem a lot more possible. Theres nothing stopping you getting a few old pc's and setting them up at home for experimenting. Using one to track torrents to and from some of the others and getting good hands dirty practical experience. Most of the computer demons here are self taught. I got my first computer when I was 14, and believe.. in those days it was down and dirty computing. Games were printed in magazines, and a floppy drive was a dream few could achieve. Don't lose hope.. It wasn't a stupid question in any way. I think it's a great project. I just wouldn't be too keen to get involved with the public side of it. The legal battle TPB are in at the moment isn't over yet, and those guys have some serious money.
Go for it as a home project with some junksale hardware and some cables. That's how I learned networking..correction..I'm still learning networking.. 26 years and I'm not much further on than when I started. lol

Well actually, the first thing you might want to learn is normal english.
Not having a go at you here, but text speak is one sure fire way of getting yourself ridiculed, not to mention that no one will take you seriously if you talk like that...

If you want to run servers then really you should learn Python and Perl, along with java and the C and C++ programming languages. Visual basic is ms and isn't really used in the commercial world for serious stuff, it's more of a toy for writing little pretty apps than anything. The power is in the "real" languages.

Sorry to say this, but Jan has a point.
VB is nice, but it is insufficient when dealing with servers and whatnot.

I wasn't "dissin" it..it's just not up to the job that's needed here. Windows is written in C++ not VB...enough said?
