I heard about rebuilding makes games load faster. But when I try State Of Emercgency, CDVDGEN states location too short less than 600000 sectors while I am trying to record.

Im not sure if it would make them load faster, but unless you have to rebuild a game, i suggest you dont. i mean, how much faster could it really load and loading isnt that long to begin with.

Actually loading time on the PS2 can get quite annoying... compared to the loading time of a HDD anyway, once you've experienced how fast a HDD loads a game, you'll wonder how you ever lived with the loading time of a disk :)

What's the exact steps you took to rebuild the game? Also have a look at this thread on using Gnie's expert to rebuild a game: http://forums.afterdawn.com/thread_view.cfm/18/275350 , I believe you can get plugins for this tool for the different games

You need to put in a dummy file, or move the location of the 1st file in CDVDGen, so that the final size is larger than 600,000 sectors.
