Hello.

I prefer TMPGEnc Author myself. It's not free but has a free trial if using version 1.6.

If you have Nero, you can use NeroVision Express.

Most DVD authoring software will have menu making and chapter marking capabilities.

Here's a guide for doing it (menu making) the hard way (one way at least) if that's what you're interested in.
