The best one right now is Daedalus.

(Note this is for firmware 1.5 only)

You dont need a tutorial, the readme is pretty self-explanatory.

Does this allow me do download N64 games and play them on my PSP? Where can I get the games?

Yes it does allow you to play most Nintendo 64 games on your PSP. However some do not work, or lag.

Search Google "Nintendo 64 ROMs"

They all have different names. e.g Mario Kart 64 (U) [b2].z63

Just try copying them to the ROM folder and running it with Daedalus.

theyre compressed with a different type of compression not rar
by what they seem they are .z63, since that is the extension, search that on google fily

and once u extract they shud be one file

Try WinZIP or WinRAR.

Like alienator said, search google for that file type.
