does anybody know of a program that opens a DATA.PSP?

or a DATA.PSAR?

PBP Unpacker only unpacks the PBP file and not the DATA.PSP file. PSAR Dumper can dump PSAR files but I do not know of one to dump the DATA.PSP file because I dont think you can.

The DATA.PSP file is actually an ELF file which is renamed. People who have experience with the PS2, will know that an ELF file is an executable. So you will have to use a disassembler to modify code in it. Or you can use a Hex Editor if you want to modify simple things, like paths to files etc.
