You sure can. When 2.0 first came out I used the japan version for my US psp.

the update EBOOTS are NOT region specific
if you don't believe me check the crc32s of them :)

I just wanted to test things out. Wanted to see if the japan firmware would work on a US psp. Plus I wanted to try out the web browser at the time. I have multiple psp's for testing purposes.
