Before u ignore I have been looking up things on other threads and websites and I still do not get it for about 12 hours.

I have downloaded "devhook_ultimate_installer_v109" and I dont know anything abou it the only thing I know is how to play UMDs. Were do you put isos, how do to run them, and wat is a RO file because I downloaded FIFA STREET 2 and about 9 of those files came out RO1-RO9 files. Can some one help me so I can start today PLEASEEEEEEEEEEEEEE.

For those nine files you need to use WinRAR to combine the split archives into one iso file (just click on the first *.r0 file and extract).

As for the ISO files after you use the devhook installer v1.09 it will create an ISO folder in the root of ur memstick...Thats where iso files go.
