Hoe do I change the location of Shrink or FIXVTS in Ripit4me, The locations are not the same as to where they are on the copmuter, I hit the button to bring up my C files, but can't figure out how to actually change the file location?

I don't quite understand your question. Open RipIt4Me select preferences. This will allow you to change where the program detects DVDD and Shrink. If you looking for the program on your computer it will probably be in program files in a zip file but you should me it into a regular folder instead.
