You know, I got worried like you aswell, when I got the same problem.
The possibilies are that your ISP could be carrying out some maintenence work and have switched you to a temporary line, you can call them up to find out.
There could be a problem with the servers you are downloading from, try other sources, as for Limewire it all depends on the speed your host uploads at, so unless you can go around paying for all limewire users to have a super internet connection, your download will remain same until a good host comes along.
You could try a online speed test , usualy there is one on the ISP's website.
If all else fails, just relax your speed will return, it could be your isp are experiencing a high number of new customers, either that or you might have been affected by a fair usage policy.
Call your isp to find out.
I am guessing you have been affected by a fair usage policcy check your email, the one provided by your ISP, or call tech. support.

I called and they said that everything was normal. I think it is just a temporary thing like you said but I will just wait it out.
