Dont know if this was asked already or not, but my apologies if it has.
Are brand new PSP from the store coming with firmware 1.50 and if not is it possible to downgrade to 1.50 so I can use homebrew apps?

nope no brand new psp's are 1.5 probs 2.71+ now, and atm you cnt downgrade 2.7+ so best bet is to buy a preowned one with an older firmware!

there r still 2.5/2.6 fw (of which some are downdatable) psps in stores now, just go to places that no1 goes to or search alot of big stores, they may have some left over or refunded by others

u can tell the firmware from the box of the psp, check the stickies

try get a 2.5 up it to 2.6 then get an unpatched copy of gta and easy downgrader and ure good to go search downgrading for a relivante guide please use search btw
