Does Region 1 mean the DVD is NTSC?

Hi there, I'm trying to rip a foreign film ("2046") to XviD using AOA DVD Ripper. We need to specify whether it is NTSC or PAL. I am confused because I don't know whether to consider it NTSC (it is a USA release) or PAL (it is a Hong Kong film). It is region 1 however. Does this mean it is NTSC?

Also, if it is NTSC, how do I find out if the fps is 29.97 or 23.967?

If it's a US release and region 1 than it will be NTSC. The fps would be 29.97 for NTSC.
